习近平总书记关于防范风险挑战、应对突发事件的重要论述,是战胜中国特色社会主义前进道路上各种艰难险阻、切实做好防范化解各项风险挑战并推进应急管理工作提质增效的重要法宝。应急管理作为社会治理的重要维度,对于推进国家治理体系和治理能力现代化建设具有重大意义。风险社会时代的来临给应急管理带来了新的机遇和挑战。首先,文章系统阐述了风险社会应急管理的演进逻辑;其次,从治理思路、组织结构、技术工具、制度设计四个理论层面分析了风险社会应急管理的四大转变;再次,总结提炼出风险社会应急管理实践中应遵循的人本、弹性、利益协调、共生四项基本规则;最后,优化了风险社会应急管理实践中准备、预防、减缓、响应、恢复五个阶段的现实路径。

General Secretary Xi Jinping's important statement on preventing risks and challenges and responding to emergencies is an important weapon to overcome all kinds of difficulties and obstacles on the path of socialism with Chinese characteristics,effectively prevent and defuse all kinds of risks and challenges,and promote the quality and efficiency of emergency management. As an important dimension of social governance,emergency management is of great significance to the modernization of national governance system and governance capacity. The advent of risk society has brought new opportunities and challenges to emergency management. To this end,this paper first systematically expounds the evolution logic of risk social emergency management;secondly,the paper analyzes the four changes of emergency management in risk society from four theoretical aspects:governance thinking,organizational structure,technical tools and system design; the four universal basic rules of humanitarianism,flexibility,interest coordination and fire line and symbiosis in the practice of emergency management in risk society are summarized again; finally,it optimizes the realistic path of five stages in the practice of risk social emergency management:preparation,prevention,mitigation,response and recovery.
