健全完善全过程人民民主制度体系是保证人民当家作主地位的应有之义。在全过程人民民主制度体系中,人民代表大会制度是统领和根本、健全协商民主机制是重要内容和实践形式、基层民主制度是基础性工程和运行支撑、完善大统战工作格局是应有之义。新时代新征程上健全全过程人民民主制度体系,要坚持以人民为中心的价值导向,以扩大人民有序政治参与为着眼点,以加强人民当家作主制度建设、健全协商民主机制、发展基层民主制度、完善大统战工作格局为结构布局和战略工程。
Abstract:Improving the institutional system of whole-process people′s democracy is an essential requirement for guaranteeing the position through which the people run the country. In the institutional system of whole-process people′s democracy, the system of people′s congresses serves as the leadership and foundation; improving the consultative democracy mechanism is an important content and practical form; the primary-level democracy system is the fundamental project and operational support; and building a broad united front is an inherent part.On the new journey of the new era, to improve the institutional system of whole-process people′s democracy, we should adhere to the people-centered value orientation, focus on expanding the people′s orderly political participation, and take the strengthening of the institutional construction through which the people run the country, with the improvement of the consultative democracy mechanism, the development of the primary-level democracy system, and the improvement of the building of a broad united front as the structural layout and strategic project.
