1918年大流感对英国形成了全方位冲击,为应对流感引发的公共卫生危机,英国制定了应对之策,但反应迟缓,治理不力,呈现出中央乏力、地方分化、殖民地自治的治理模式特征。对英国应对大流感政策措施的系统梳理可以发现,治理意愿不强、治理体系不足和治理能力有限是导致其治理不力的深层原因。英国对大流感的治理不力揭示出将人民生命健康置于首位、完善国家公共卫生治理体系与治理能力建设以及开展公共卫生国际合作的重要意义,对当今世界应对传染病大流行具有一定现实启示意义。
Abstract：The 1918 influenza pandemic had an all-round impact on Britain.In response to the public health crisis caused by the influenza,Britain formulated countermeasures,but the response was slow and the governance was ineffective,showing the characteristics of a governance model characterized by weak central management agencies,local division,and colonial autonomy.Based on a systematic review of Britain’s policies and measures in response to the pandemic,it can be found that weak governance,insufficient governance systems,and limited governance capabilities are the underlying reasons for its ineffective governance.The ineffective control of the pandemic in Britain demonstrates the importance of putting people's lives and health first,improving the national public health governance system and governance capacity building,and developing international public health cooperation.It has certain practical implications for the world's response to an infectious disease pandemic.
