全过程人民民主是对中国特色社会主义民主的创新发展与逻辑引领。在马克思主义时空观的视域下，全过程人民民主是一种“过程性”“系统性”“实践性”民主。对发展历程的梳理有利于进一步厘清全过程人民民主形成和发展的规律。围绕个人、社会、国家三重价值主体，积极发展全过程人民民主有助于以保障人权促进人的全面发展，以凝聚共识维护社会安定和谐，以提高治理效能推进国家治理现代化。
Abstract：The whole-process people's democracy is the innovative development and logical guidance of socialist democracy with Chinese characteristics. Under the horizon of Marxist conception of time and space, the whole-process people's democracy is a kind of "process", "systematic", and "practical" democracy. Sorting out its development process is conducive to further clarifying the laws of the formation and development of people's democracy in the whole process. Focusing on the three value subjects of individuals, society, and the state, actively developing people's democracy throughout the process will help to promote the comprehensive development of human beings by safeguarding human rights maintain social stability and harmony by consensus, promote the modernization of national governance by improving governance efficiency.
