党内法规制定工作是党的建设的重要内容,是推进全面从严治党与依规治党的前提和基础。为推动党内法规制定工作的规范化、科学化、制度化,1990年以来中国共产党已修订发布三版相关《条例》。通过对三版《条例》的文本比较,明确党内法规制定工作在规范化、科学化、制度化三个方面的具体演进脉络,详细梳理每一阶段的特点与不足,进而立足当下党的建设总体布局与党内法规制定现状,尝试对其发展进路做一定探索。

The formulation of inner-party laws and regulations is an important part of the Party's construction, and is the premise and foundation of governing the Party comprehensively and strictly, and according to rules. In order to promote the standardization,scientization, and institutionalization of the formulation of inner-party law, the Communist Party of China has revised and issued three versions of "Regulations" about the formulation of inner-party laws since 1990. Through the text comparison of the three versions of "Regulations", this paper makes clear the specific evolution of the formulation of inner-party law in the three aspects of standardization, scientization, and institutionalization, combs the characteristics and shortcomings of each stage in detail, and then based on the current overall layout of the Party's construction and the current situation of the formulation of inner-party law, tries to explore its development path.
