数字劳动与性别平等:机遇、挑战与促进策略

摘要:

数字劳动作为现代社会一种新兴的劳动方式,其兴起为促进男女之间的性别平等既带来了机遇,也带来了挑战。在机遇方面,数字劳动的兴起带来的变化主要有:就业技能的转变与就业机会的增加;提高了女性收入,增强了女性的经济独立与经济赋权;促进了家务劳动社会化与母职身份的解放;赋能网络性别平等文化的构建与传播。在挑战方面,数字劳动的兴起仍然存在数字技能与数字素养的性别鸿沟、就业质量与职业发展的性别差异、情感剥削与性别歧视的隐性暴力、工作与家庭边界的混淆和模糊等问题。为促进数字劳动中的性别平等,在政策法规层面,要制定反性别歧视法律法规并推动家庭友好型政策的实施;在女性主体层面,要提升数字技能与素养,增强自我权益维护意识;在企业平台层面,要建立公平公正的人力资源管理体系,构建性别平等的企业文化;在技术发展层面,要进行性别包容的技术设计,推动技术教育的普及。

Abstract:

Digital labor,as an emerging form of labor in modern society,has brought about both opportunities and challenges to promote gender equality between men and women. In terms of opportunities,the rise of digital labor brings about changes in employment skills and increase in employment opportunities, increases women's income to enhance women's economic independence and empowerment, promotes the socialization of housework and the liberation of motherhood, and empowers the construction and dissemination of online gender equality culture. In terms of challenges,there are still some problems in the rise of digital labor, such as the gender gap between digital skills and digital literacy, the gender difference between employment quality and career development,the hidden violence between emotional exploitation and gender discrimination,and the confusion and ambiguity of the boundaries between work and family. In order to promote gender equality in digital labor,from the perspective of policies and regulations, we need to formulate anti-gender discrimination laws and regulations and promote family-friendly policies. From the female subjectivity level,we need to improve digital skills and literacy, and enhance the awareness of self-rights protection. From the enterprise platform level, we need to establish a fair human resource management system and create a gender equality corporate culture. From the perspective of technological development, we need to carry out gender inclusive technical design and promote the popularization of technical education.
