数字生态文明不仅是数智时代生态文明发展的内在要求，也是生产力发展到特定阶段的实践产物。新质生产力已经在物质生产实践中形成，并作为绿色生产力展示出对数字生态文明建设的赋能作用。从内在逻辑看，新质生产力是孕育数字生态文明的内生条件，而数字生态文明是新质生产力的演化方向。正是二者彼此契合、相得益彰，才能产生强大的赋能效应。新质生产力通过技术创新效应、要素配置效应和产业优化效应，赋予数字生态文明建设的技术动能、要素效能和产业势能。为了从实践上充分释放新质生产力对数字生态文明建设的赋能效应，需要促进绿色低碳科技创新、强化应用生态环境数据与推动产业绿色转型升级，从而为数字生态文明建设提供实践动力、实践要素与实践载体。
